NPDES Permitting
PH&C manages NPDES stormwater permits, from the erosion control plan through conservation district and DEP review, so earthwork can start on time.
Earthwork on a development site waits on its stormwater permit. PH&C manages the NPDES process for the owner. The civil engineer designs the erosion and sediment controls and the post-construction stormwater system. We coordinate the submission to the county conservation district and the Department of Environmental Protection and keep it on schedule with the other approvals.
What PH&C handles
- Confirming whether the planned disturbance requires an NPDES construction stormwater permit.
- Coordinating the civil engineer’s erosion and sediment control plan and stormwater management design.
- Preparing and submitting the application, and tracking review.
- Answering technical comments with the design team, so one response closes each item.
- Keeping the permit drawings consistent with the land development plan.
- Budgeting permit fees, basins, and erosion controls.
- Scheduling inspections and maintaining records during construction.
What you get
- A permit schedule aligned with municipal approvals and contractor mobilization.
- Stormwater costs identified before bidding.
- One set of drawings that the township, the conservation district, and the contractor can all use.
- Fewer stop-work risks from missing or misplaced erosion controls.
How it connects
NPDES permitting runs beside land development and zoning approvals and environmental permitting. Early on, environmental permitting requirements identifies when a permit is needed. If your project will disturb more than a small area, contact PH&C and we will map the schedule.
