Highway Permitting

PH&C manages PennDOT and NJDOT highway occupancy and access permits, including the traffic study, plans, and any off-site road work.

If a driveway touches a state road, the building permit does not govern the opening. PH&C manages the highway occupancy permit with PennDOT, the access permit with NJDOT, and the local road permits when the frontage is a county or municipal street.

What PH&C handles

  • Identifying which agency controls each road frontage and which permits apply.
  • Coordinating the traffic engineer and civil engineer on the traffic study, access design, and highway plans.
  • Preparing and submitting permit applications and responding to agency comments.
  • Aligning the highway plans with the land development plan, so both approvals describe the same driveway.
  • Bidding and managing off-site improvements such as turn lanes, signals, and drainage work.
  • Scheduling agency inspections during construction.
  • Closing out permits and any security posted for the work.

What you get

  • A permit path with the agencies, submissions, and review times laid out.
  • Early pricing of required road improvements, which belong in the budget from the start.
  • Highway, municipal, and building documents that agree with each other.
  • Fewer delays between completed construction and an approved opening.

How it connects

Access questions are best asked during feasibility. See highway access. Related approvals include land development and zoning and NPDES permitting. If your site fronts a state road, contact PH&C before the site plan is final.
