Pre-construction is where an owner's budget and schedule are won or lost. PH&C manages that phase on your behalf. We assemble the design team, track the approvals, test the cost against your pro forma, and bring the project to bid with a scope contractors can price. #### What PH&C handles - Program development that turns your goals into uses, square footage, quality level, budget, and target dates. - Design coordination through schematic design and design development, with the architect and engineers working from one set of requirements. - Land development, zoning, highway, stormwater, environmental, utility, and building approvals, scheduled against the critical path. - Detailed estimating and value engineering while the drawings can still change. - Contractor procurement, including bid documents, bid leveling, and contract negotiation. - Pre-construction meetings that put the owner, the designers, and the contractors on the same plan before work begins. #### What you get - One manager responsible for the plan, the budget, and the schedule. - Cost feedback at each design milestone, so decisions are made with prices attached. - An approval calendar that names each agency, each submission, and each dependency. - A bid package that contractors can price on equal terms. - A clean handoff into construction management, with the baseline schedule and budget already in place. #### Hire us for all of it or part of it Some owners bring PH&C in for the entire pre-construction phase. Others need one piece, such as [estimating and value engineering](https://www.phandc.net/services/project-estimating-value-engineering) or [contractor procurement](https://www.phandc.net/services/project-contractor-procurement). If you have not yet purchased a property, start with [site analysis and feasibility](https://www.phandc.net/services/site-analysis-feasibility). [Tell us about your project](https://www.phandc.net/contact) and we will recommend where to begin. ### Project Planning & Coordination URL: https://www.phandc.net/services/project-planning-coordination Part of: Pre-Construction Services Design coordination, budgeting, scheduling, entitlements, and permitting for owners and developers across Greater Philadelphia. By the time a contractor hands you a bid, most of your project has already been decided. The budget, the schedule, and the approvals take shape months before anyone breaks ground. That is where PH&C does its most important work. From our office in Wayne, Pennsylvania, we plan and coordinate development projects across Greater Philadelphia, New Jersey, Delaware, and the Mid-Atlantic. We work for the owner, pulling the design team, the budget, and the approvals into one plan and keeping them there. #### Where projects really go wrong Seldom in the field. Usually on paper, months earlier. The township planning commission meets once a month, so a missed submission deadline costs you thirty days. PennDOT may want a traffic study before it will review your highway occupancy permit. The conservation district won't act on your NPDES permit until the stormwater design is settled. The water authority wants its own review before it issues a will-serve letter. Meanwhile, the architect and the civil engineer are drawing two slightly different projects, and your lender is waiting on a budget nobody has tested. None of this is unusual. Someone just has to hold all of it at once. #### Why owners call us A general contractor's pre-construction estimate is shaped by the job it hopes to win. National program managers bring process, but not always someone who has sat through a hearing in your township. We sit on your side of the table. We manage planning, design coordination, procurement, and site work directly, then bring in a commercial general contractor for the building itself. You get one point of contact, and you don't pay a builder's markup on your site. #### What we coordinate * **The program and the design.** [Initial program development](https://www.phandc.net/services/initial-program-development) defines what you're building. Then we keep the architect and engineers aligned through [schematic design and design development](https://www.phandc.net/services/schematic-design-development), including [specialty systems](https://www.phandc.net/services/special-construction-design-coordination) like refrigeration and process equipment. * **The money and the clock.** A [critical-path project schedule](https://www.phandc.net/services/project-schedule) shows what actually drives your start date. [Proforma analysis and hard and soft cost budgeting](https://www.phandc.net/services/proforma-analysis-budgeting), [detailed estimating and value engineering](https://www.phandc.net/services/project-estimating-value-engineering), and [cash-flow analysis](https://www.phandc.net/services/cash-flow-analysis) keep the numbers honest as the drawings change. * **The approvals.** [Land development and zoning](https://www.phandc.net/services/land-development-zoning-approvals), [highway permits](https://www.phandc.net/services/highway-permitting), [NPDES stormwater permits](https://www.phandc.net/services/npdes-permitting), [environmental permits](https://www.phandc.net/services/environmental-permitting) for stream crossings and sewer modules, [utility service](https://www.phandc.net/services/utility-service-coordination), and [building permits](https://www.phandc.net/services/building-construction-permits). * **The handoff.** [Pre-construction meetings](https://www.phandc.net/services/pre-construction-meetings) put the owner, designers, and contractors in one room before the first crew shows up. We've done this for grocery stores and shopping-center redevelopments, healthcare and institutional buildings, offices, self-storage, mixed-use, and residential communities. The approvals change from town to town. Our approach doesn't. #### Experience you can't shortcut Paul Harris founded PH&C in 2010, after serving as an engineering officer in the U.S. Army Corps of Engineers, managing projects for a general contractor, and working as a development manager for a publicly traded REIT. Our engineers and construction managers have worked for owners and builders. One spent years as a township engineer, reviewing plans like yours. That's how we know which review comment will cost you a month. It's also how we spot the value-engineering idea that only moves the cost into the field. Hire us for all of your [pre-construction](https://www.phandc.net/services/pre-construction-services), or for the pieces your team can't cover. Either way, we treat your money like our own. ### Initial Program Development URL: https://www.phandc.net/services/initial-program-development Part of: Pre-Construction Services > Project Planning & Coordination PH&C turns ownership's goals into a written program of uses, sizes, budget, and schedule, so the design team starts from a clear brief. Before an architect draws a line, someone has to decide what the building is for. PH&C works with ownership to put that in writing: the uses, the square footage of each, which spaces need to sit next to each other, the quality level, the budget target, and the date the doors need to open. That document is the program. The architect and engineers design to it. #### What goes into a program The details depend on the building. A grocery store project covers the sales floor, back-of-house and refrigeration, the loading dock and truck access, and a parking count both the tenant and the township will accept. A medical office needs exam room counts, patient flow, and a clear line between public and staff areas. A residential community starts with unit mix, lot sizes, and amenities. In each case, we review the owner's business plan, compare to their designer's concept plan, value engineer and generate budgets to develop the land and build the structures. #### Why it saves money later Most redesign comes from requirements that shift after drawings are underway. When a new request comes in mid-design, such as more space, a drive-through, or a different tenant, we check it against the program and show ownership what it does to cost and schedule before any redesign work. The program is also the baseline we measure scope, cost, and schedule against through construction. #### When the program changes after the building exists Lidl's store in Bear, Delaware, was built in 2021 but never opened. PH&C worked with the Lidl team, the architect, and the engineers to document the existing conditions, value engineer the work, and adapt the design to Lidl's current prototype store. It opened on July 11, 2025. Read more about the [Lidl store in Bear, Delaware](https://www.phandc.net/portfolio/lidl-us-llc-bear-delaware). Program development is the first step in our [project planning and coordination](https://www.phandc.net/services/project-planning-coordination) work. It leads directly into [schematic design and design development](https://www.phandc.net/services/schematic-design-development). ### Schematic Design and Design Development Documents URL: https://www.phandc.net/services/schematic-design-development Part of: Pre-Construction Services > Project Planning & Coordination PH&C reviews schematic and design-development drawings against your program, budget, and site, before the set is issued for pricing and bid. Schematic design shows the building on the site. Design development decides the systems, materials, and details the estimate will rely on. PH&C guides the architect and engineers through both phases and reviews the documents on your behalf at each milestone. #### What PH&C handles * Reviewing drawings against the owner's program, budget, and schedule. * Checking the plan against zoning, parking, and site requirements. * Coordinating the architectural, civil, structural, and mechanical, electrical, plumbing (MEP) disciplines. * Pricing each milestone set and comparing it with the previous estimate. * Tracking open items and decisions that belong to the owner. #### What you get * Drawings that match the program and the budget before they move to the next phase. * Conflicts between disciplines found on paper instead of in the field. * Clear choices when a design grows beyond the budget, with price options presented. * A cleaner set for permitting and bidding, which means fewer addenda and fewer change orders. #### How it connects The program that drives the design comes from [initial program development](https://www.phandc.net/services/initial-program-development). Specialty systems are handled through [special construction design coordination](https://www.phandc.net/services/special-construction-design-coordination). Pricing runs through [estimating and value engineering](https://www.phandc.net/services/project-estimating-value-engineering). If you are about to authorize design development, [contact PH&C](https://www.phandc.net/contact) and we will review the schematic set first. ### Special Construction Design Coordination URL: https://www.phandc.net/services/special-construction-design-coordination Part of: Pre-Construction Services > Project Planning & Coordination PH&C coordinates specialty systems, such as refrigeration, process equipment, and tenant prototypes, with the architect and base-building engineers. Some parts of a building come from specialists rather than the architect's standard drawings. Refrigeration, process equipment, medical systems, specialty structures, and operator or tenant prototypes all arrive with their own engineers and their own requirements. PH&C coordinates that work with the sitework and the building teams to anticipate and eliminate potential conflicts and scope gaps. #### What PH&C handles * Identifying which systems and requirements need a specialty consultant. * Bringing those consultants into the design process at the right time. * Coordinating loads, clearances, structure, power, plumbing, and ventilation between specialty and base-building designers. * Confirming who furnishes, who installs, and who connects each piece of equipment. * Checking that specialty requirements are reflected in the site plan, utilities, and budget. * Tracking submittals and shop drawings against the design. #### What you get * A coordination set that overlays specialty drawings on the architectural and engineering backgrounds. * A responsibility matrix for equipment, installation, and connections. * Conflicts resolved expeditiously at the least cost. * Fewer field changes and fewer disputes over scope. #### How it connects This service sits inside [schematic design and design development](https://www.phandc.net/services/schematic-design-development) while the documents are still moving, and inside [pre-construction](https://www.phandc.net/services/pre-construction-services) before bidding. If you have a tenant prototype or specialty equipment package, [contact PH&C](https://www.phandc.net/contact) and we will review it against the site and the base building. ### Project Schedule URL: https://www.phandc.net/services/project-schedule Part of: Pre-Construction Services > Project Planning & Coordination PH&C builds a critical-path project schedule covering design, approvals, bidding, and construction, and shows which dates can move your opening. The project schedule is the one you use to make promises to a lender, a tenant, or a board. PH&C builds it before construction begins and keeps it current through design and permitting, so those promises rest on real activities with real durations. #### What goes into the schedule - Design milestones for each phase, including owner review time. - Land development, zoning, highway, stormwater, environmental, and utility approvals, each with an agency, a submission date, and a review period. - Procurement steps, from bid documents through contract signing. - Long-lead items such as utility service, specialty equipment, and structural materials. - Construction sequencing, inspections, and turnover. - Lender, grant, and tenant milestones that tie to dates in your agreements. #### How we use it We identify the critical path, the chain of activities that sets the finish date, and we show the float on everything else. When a review runs long or a design decision slips, the update shows which later activities move and by how many days. You see the effect before it becomes a surprise. #### What you get - A schedule that names the approvals and dependencies most likely to cause delay. - Updates that explain changes in plain language. - A baseline that carries into construction and is used for [schedule management](https://www.phandc.net/services/project-schedule-management). - A realistic basis for lease commencement dates, financing draws, and opening plans. #### Related services Before you purchase a site, a [feasibility schedule](https://www.phandc.net/services/feasibility-project-schedule) tests if the target date is realistic. For a schedule review on a project already underway, [contact PH&C](https://www.phandc.net/contact). ### Proforma Analysis / Hard & Soft Cost Budgeting URL: https://www.phandc.net/services/proforma-analysis-budgeting Part of: Pre-Construction Services > Project Planning & Coordination PH&C builds the hard and soft cost budget and sets it next to your pro forma, so the design still supports the deal you underwrote. A pro forma confirms that the project works. A budget details what it will cost to build. PH&C prepares the budget and tests it against your financial model, and has the ability to offer value engineering to reduce project costs if needed while the design can still change. #### What PH&C handles * Hard costs: site work, building construction, and tenant improvements. * Soft costs: design and engineering fees, permits and approval fees, legal, insurance, financing, and brokerage. * Contingency sized to the stage of design and named for the risks it covers. * Comparison of the budget against your return targets, rents, or sale assumptions. * Reconciliation each time the design, the program, or the estimate changes. * Alternatives that bring cost back in line, with the trade-offs spelled out. #### What you get * A budget organized the same way your lender and your accountants organize the project. * Variance reports that flag a change before it is committed. * Clear separation of site, building, and tenant scopes, which keeps responsibility and cost easy to follow. * A basis for decisions such as reducing scope, changing materials, or phasing the work. #### How it connects The budget feeds the monthly work in [contract and budget management](https://www.phandc.net/services/contract-budget-management) during construction. The timing of the same dollars is covered in [cash flow analysis](https://www.phandc.net/services/cash-flow-analysis). Early numbers come from an [opinion of probable cost](https://www.phandc.net/services/opinions-of-probable-cost), and detailed pricing from [estimating and value engineering](https://www.phandc.net/services/project-estimating-value-engineering). If your design and your pro forma no longer agree, [send us both](https://www.phandc.net/contact). ### Detailed Project Estimating and Value Engineering URL: https://www.phandc.net/services/project-estimating-value-engineering Part of: Pre-Construction Services > Project Planning & Coordination PH&C identifies and gathers pricing for value-engineering options, so scope decisions are made before the project goes to bid. An estimate lists the work and puts a price on each line. Value engineering is what you do when the total comes in above the budget. PH&C has the ability to identify value engineering opportunities to explore if requested. #### What PH&C handles * Quantity-based estimates that follow the drawings, with site work, building, and tenant improvements priced separately. * Allowances and unit prices for conditions that are not yet known, such as rock, unsuitable soils, and utility conflicts. * Contingency identified by risk instead of buried in a single percentage. * Independent review of the architect's and contractor's pricing. * Value-engineering options priced line by line, with the effect on schedule, quality, and operating cost noted. * Re-pricing at each design milestone. #### What you get * A clear picture of what drives the total and which items are firm. * Alternatives you can accept or decline, each with a dollar amount and a stated trade-off. * An estimate that matches the bid form, which makes bids easier to compare later. * Fewer cost surprises during procurement and construction. #### How it connects Early numbers come from an [opinion of probable cost](https://www.phandc.net/services/opinions-of-probable-cost). Detailed pricing is tested against your [pro forma and budget](https://www.phandc.net/services/proforma-analysis-budgeting). Once the contract is signed, [contract and budget management](https://www.phandc.net/services/contract-budget-management) tracks cost month by month. If the drawings and the budget no longer agree, [contact PH&C](https://www.phandc.net/contact). ### Cash Flow Analysis URL: https://www.phandc.net/services/cash-flow-analysis Part of: Pre-Construction Services > Project Planning & Coordination PH&C builds the project's cash flow from the schedule and contracts, so equity and loan draws match the months when the bills arrive. A budget says what the project costs. A cash flow says which month the money is needed. PH&C builds that forecast from the schedule and the contracts, instead of spreading the total evenly across the construction period. #### What PH&C handles - Mapping each cost to the month it will be paid: land, design, permits, deposits, site work, building, and closeout. - Soft-cost timing for fees, utility deposits, insurance, financing costs, and legal. - Retainage and the dates it is released. - Equity and loan draw schedules that follow the forecast. - Peak funding months and the periods with little spending. - Updates when a change order, a delayed approval, or a revised schedule moves the curve. #### What you get - A month-by-month forecast that lenders and equity partners can review. - Early warning of a funding gap or an idle balance. - A tool for planning interest reserves and carry costs. - Clear identification of which source of funds pays for which invoice. #### How it connects The cash flow starts with the [pro forma and budget](https://www.phandc.net/services/proforma-analysis-budgeting) and the [project schedule](https://www.phandc.net/services/project-schedule). During construction, it is updated alongside [contract and budget management](https://www.phandc.net/services/contract-budget-management) and [bank billing coordination](https://www.phandc.net/services/bank-billing-inspection-coordination). If you have a schedule and a list of funding sources, [contact PH&C](https://www.phandc.net/contact) and we will mark the months that need cash on hand. ### Land Development & Zoning Approvals URL: https://www.phandc.net/services/land-development-zoning-approvals Part of: Pre-Construction Services > Project Planning & Coordination PH&C manages subdivision, land development, and zoning approvals with the municipality, from the first submission through the approved plan. Municipal approval is often the longest and least predictable part of a project. PH&C can assist you with this process. We guide the design team through the township's subdivision and land development requirements and pursue any variance, conditional use, or rezoning the project needs. #### What PH&C handles * Reading the ordinance and choosing the approval path before the plan is drawn. * Preparing and coordinating the submission package: site plans, stormwater, traffic, and application forms. * Tracking staff, planning commission, and outside-agency review comments by department. * Preparing the design team and the owner for public meetings and hearings. * Responding to comment letters with a single, coordinated set of revisions. * Converting conditions of approval into design changes, budget items, and bid requirements. * Keeping the approved plan consistent with highway, stormwater, utility, and building permits. #### What you get * A clear map of the approvals your project needs and how long each is likely to take. * A manager who watches deadlines, meeting schedules, and review periods. * Fewer rounds of comments, because responses are checked before they are filed. * Early notice of conditions that add cost. #### How it connects Before you buy, [land development requirements](https://www.phandc.net/services/land-development-requirements) lists what the ordinance allows. Parallel permits include [NPDES stormwater permitting](https://www.phandc.net/services/npdes-permitting) and [highway permitting](https://www.phandc.net/services/highway-permitting). [Tell us about your site](https://www.phandc.net/contact) and we will outline the approval path. ### Highway Permitting URL: https://www.phandc.net/services/highway-permitting Part of: Pre-Construction Services > Project Planning & Coordination PH&C manages PennDOT and NJDOT highway occupancy and access permits, including the traffic study, plans, and any off-site road work. If a driveway touches a state road, the building permit does not govern the opening. PH&C manages the highway occupancy permit with PennDOT, the access permit with NJDOT, and the local road permits when the frontage is a county or municipal street. #### What PH&C handles - Identifying which agency controls each road frontage and which permits apply. - Coordinating the traffic engineer and civil engineer on the traffic study, access design, and highway plans. - Preparing and submitting permit applications and responding to agency comments. - Aligning the highway plans with the land development plan, so both approvals describe the same driveway. - Bidding and managing off-site improvements such as turn lanes, signals, and drainage work. - Scheduling agency inspections during construction. - Closing out permits and any security posted for the work. #### What you get - A permit path with the agencies, submissions, and review times laid out. - Early pricing of required road improvements, which belong in the budget from the start. - Highway, municipal, and building documents that agree with each other. - Fewer delays between completed construction and an approved opening. #### How it connects Access questions are best asked during feasibility. See [highway access](https://www.phandc.net/services/highway-access). Related approvals include [land development and zoning](https://www.phandc.net/services/land-development-zoning-approvals) and [NPDES permitting](https://www.phandc.net/services/npdes-permitting). If your site fronts a state road, [contact PH&C](https://www.phandc.net/contact) before the site plan is final. ### NPDES Permitting URL: https://www.phandc.net/services/npdes-permitting Part of: Pre-Construction Services > Project Planning & Coordination PH&C manages NPDES stormwater permits, from the erosion control plan through conservation district and DEP review, so earthwork can start on time. Earthwork on a development site waits on its stormwater permit. PH&C manages the NPDES process for the owner. The civil engineer designs the erosion and sediment controls and the post-construction stormwater system. We coordinate the submission to the county conservation district and the Department of Environmental Protection and keep it on schedule with the other approvals. #### What PH&C handles - Confirming whether the planned disturbance requires an NPDES construction stormwater permit. - Coordinating the civil engineer's erosion and sediment control plan and stormwater management design. - Preparing and submitting the application, and tracking review. - Answering technical comments with the design team, so one response closes each item. - Keeping the permit drawings consistent with the land development plan. - Budgeting permit fees, basins, and erosion controls. - Scheduling inspections and maintaining records during construction. #### What you get - A permit schedule aligned with municipal approvals and contractor mobilization. - Stormwater costs identified before bidding. - One set of drawings that the township, the conservation district, and the contractor can all use. - Fewer stop-work risks from missing or misplaced erosion controls. #### How it connects NPDES permitting runs beside [land development and zoning approvals](https://www.phandc.net/services/land-development-zoning-approvals) and [environmental permitting](https://www.phandc.net/services/environmental-permitting). Early on, [environmental permitting requirements](https://www.phandc.net/services/environmental-permitting-requirements) identifies when a permit is needed. If your project will disturb more than a small area, [contact PH&C](https://www.phandc.net/contact) and we will map the schedule. ### Environmental: Stream Crossing / Sewer Modules URL: https://www.phandc.net/services/environmental-permitting Part of: Pre-Construction Services > Project Planning & Coordination PH&C coordinates stream and wetland crossing permits and sewage planning modules, so the site plan and the environmental approvals match. Some environmental approvals sit outside the stormwater permit. Stream and wetland crossings, and sewage facilities planning modules, are reviewed by county and state agencies and often have to be in place before the municipality will sign a plan. PH&C coordinates those approvals with your civil engineer and the agencies. #### What PH&C handles - Identifying streams, wetlands, floodplains, and other regulated features from mapping and field delineation. - Coordinating permit applications for crossings and encroachments, including construction method and restoration details. - Managing sewage facilities planning, including flow estimates and the municipal and state review. - Aligning each environmental submission with the land development plan. - Tracking agency comments and resubmissions. - Building the review periods into the project schedule and the construction sequence. - Coordinating required inspections and closeout. #### What you get - A list of the environmental permits your site needs, with the agency and review time for each. - Submissions that match the plans the township is reviewing. - Early warning when a crossing or a sewer capacity issue could change the layout. - A schedule you can plan financing and construction around. #### How it connects Environmental permits run beside [NPDES permitting](https://www.phandc.net/services/npdes-permitting) and [land development approvals](https://www.phandc.net/services/land-development-zoning-approvals). Early identification happens under [environmental permitting requirements](https://www.phandc.net/services/environmental-permitting-requirements). For a site with water or sewer constraints, [contact PH&C](https://www.phandc.net/contact) before design is far along. ### Utility Service Coordination URL: https://www.phandc.net/services/utility-service-coordination Part of: Pre-Construction Services > Project Planning & Coordination PH&C applies for water, sewer, gas, electric, and communications service and tracks each company's design until construction can use it. Utility service involves an application, a design, a deposit, and a crew that does not work for your contractor. PH&C manages that process so the building is not waiting on a connection that was never ordered. #### What PH&C handles - Contacting water, sewer, gas, electric, and communications providers early in design. - Submitting load information and service applications for each utility. - Tracking each provider's design review, fees, deposits, and easement requests. - Reconciling utility requirements with the site plan, building design, and budget. - Coordinating utility designs with each other and with the civil engineer. - Scheduling provider construction to fit the contractor's sequence. - Confirming meters, inspections, and the date service will be available. #### What you get - A utility log showing each provider, the application date, the design status, and the promised service date. - Early identification of capacity limits, extensions, and easements. - Costs and lead times in the budget and schedule before bidding. - Fewer delays between a finished building and working power, water, and data. #### How it connects Finding what is already in the ground is covered under [existing utility identification](https://www.phandc.net/services/existing-utility-identification). Daily work with utility crews during construction is covered under [utility coordination](https://www.phandc.net/services/utility-coordination). For help starting service applications, [contact PH&C](https://www.phandc.net/contact). ### Building / Construction Permits URL: https://www.phandc.net/services/building-construction-permits Part of: Pre-Construction Services > Project Planning & Coordination PH&C manages permit submittals through issuance. We identify municipality requirements, assemble all the documents and payments, get them submitted, track plan review through permit issuance so the contractor can start on schedule. The building permit is the municipality's review of the architectural, structural, mechanical, electrical, plumbing, and accessibility drawings. There are also other permits required such as signage. Land development approval does not address these. PH&C identifies and manages all the required permits, and gets them in process so the contractor can mobilize when planned and the project can get underway. #### What PH&C handles * Learning the review process and submission requirements of the jurisdiction. * Assembling the application, signed and sealed drawings, energy forms, and special inspection documents. * Confirming that zoning and land development approvals are attached or referenced as required. * Tracking plan review by discipline and logging each comment. * Reviewing the design team's responses before they are submitted. * Managing deferred submittals such as fire protection and engineered components. * Coordinating trade permits, inspections, and the certificate of occupancy. #### What you get * A permit date on the project schedule, with realistic review time included. * Comments answered once and completely, which avoids repeated review cycles. * Early notice when review is running long, while you can still adjust mobilization. * A permit file organized for inspectors, lenders, and closeout. #### How it connects Land-use approvals are covered under [land development and zoning approvals](https://www.phandc.net/services/land-development-zoning-approvals). Inspections during construction are covered under [government agency coordination](https://www.phandc.net/services/government-agency-coordination). If your drawings are nearly ready for submission, [contact PH&C](https://www.phandc.net/contact). ### Pre-Construction Meetings URL: https://www.phandc.net/services/pre-construction-meetings Part of: Pre-Construction Services > Project Planning & Coordination PH&C will organize and hold pre-construction meetings so the owner, designers, and contractors are on the same page for project kick-off and the schedule duration. The pre-construction meeting is the last inexpensive chance to settle how the job will run. PH&C leads it for the owner(s) so the design team and the contractors can review the project processes and discuss the schedule, as well as gather and organize important documents before work begins. #### What PH&C handles * Preparing the agenda and circulating it ahead of time. * Confirming the schedule baseline and the contractor's mobilization date. * Setting working hours, site access, parking, deliveries, and logistics. * Agreeing on the submittal, RFI, and change-order procedures. * Naming the testing agency, the inspection list, and the agencies that must be notified. * Coordinating requirements for occupied sites, neighbors, and adjacent tenants. * Setting the pay application date and documentation requirements. * Issuing minutes with decisions, owners, and due dates. #### What you get * One set of expectations that everyone has heard in the same room. * An action log that starts on day one. * Fewer arguments later, because the process was agreed in writing before it was needed. * A contractor who knows the owner's requirements before the first crew arrives. #### How it connects The meeting is one part of [pre-construction services](https://www.phandc.net/services/pre-construction-services). Afterward, field questions move to the [RFI process](https://www.phandc.net/services/requests-for-information) and daily records move to [construction coordination](https://www.phandc.net/services/construction-coordination-supervision). [Contact PH&C](https://www.phandc.net/contact) to plan a kickoff. ### Project Contractor Procurement URL: https://www.phandc.net/services/project-contractor-procurement Part of: Pre-Construction Services PH&C runs contractor procurement for the owner, from the RFP through bid leveling and a contract that matches the number you approved. PH&C buys the construction on your behalf. We write the bid documents, run the bidding, compare the proposals, and negotiate the contract. The result is a contractor who priced the work you think you are buying, on terms you have reviewed. #### What PH&C handles - [RFP development](https://www.phandc.net/services/rfp-development): scope, drawings, schedule, insurance, and contract terms in a package bidders can price the same way. - Bidder lists built from contractors with relevant experience in your building type and region. - Pre-bid meetings, site walks, and written addenda so every bidder works from the same information. - [Bid leveling](https://www.phandc.net/services/contractor-bidding-selection): base bids, alternates, unit prices, allowances, and exclusions compared side by side. - [Contract negotiation](https://www.phandc.net/services/contractor-negotiations-contracts): price, schedule, and terms agreed before work starts. - Procurement records for public and grant-funded projects. #### What you get - A bid tabulation that shows what each number includes and what it leaves out. - A clear recommendation with the reasons behind it. - An executed agreement that reflects the approved price, the schedule, and the clarified scope. - A schedule of values the project team can use for pay applications. #### Use it on its own or with the rest Procurement fits between [pre-construction](https://www.phandc.net/services/pre-construction-services) and [construction management](https://www.phandc.net/services/construction-management-services). Some owners hire PH&C for this step alone. If you have drawings and a budget, [contact us](https://www.phandc.net/contact) and we will review whether the set is ready to bid. ### RFP Development URL: https://www.phandc.net/services/rfp-development Part of: Pre-Construction Services > Project Contractor Procurement PH&C writes the RFP so every bidder prices the same scope, schedule, and contract, and you can compare the numbers with confidence. An RFP is the document bidders price. If it is vague, the low number is missing scope. PH&C writes the request so each contractor prices the same drawings, the same alternates, and the same contract. #### What goes into the RFP - Drawings and specifications, with the bid set identified by date and revision. - A bid form with line items that match the estimate, so the comparison is straightforward. - Allowances and unit prices for conditions that cannot be known in advance, such as rock or unsuitable soils. - The milestone schedule, working hours, and site rules, including rules for occupied properties. - Insurance, bonding, and licensing requirements. - The agreement the owner expects to sign, with any special conditions. - Evaluation criteria: price, schedule, relevant experience, and the staff named in the proposal. - Instructions for questions, addenda, and the bid date. #### What we manage during bidding - Pre-bid meetings and site walks so every bidder hears the same answers. - Written addenda issued to all bidders with time to reprice. - Bid opening and the initial review for completeness. #### What you get - Bids that can be compared line by line. - Fewer exclusions and qualifications hidden in the fine print. - A defensible record of how the contractor was chosen. #### How it connects The RFP is one step in [contractor procurement](https://www.phandc.net/services/project-contractor-procurement). Bids are reviewed under [bidding and selection](https://www.phandc.net/services/contractor-bidding-selection). If you have drawings and a budget, [contact PH&C](https://www.phandc.net/contact) and we will review whether the set is ready to bid. ### Contractor Bidding / Clarification / Selection URL: https://www.phandc.net/services/contractor-bidding-selection Part of: Pre-Construction Services > Project Contractor Procurement PH&C levels contractor bids, clears exclusions, and recommends the builder whose price matches your scope. The bid opening is not the selection. PH&C takes the proposals apart, asks the questions, and tells you which contractor priced the work you intend to build. #### What PH&C handles - Building a leveling sheet with base bid, alternates, unit prices, and allowances in the same rows for each bidder. - Identifying exclusions, qualifications, and assumptions that change what a number includes. - Sending written clarification questions and recording the answers. - Checking schedules, staffing, insurance, bonding, and references. - Interviewing finalists when the project warrants it. - Following the procurement rules that apply to public and grant-funded work. - Presenting a recommendation with the reasons behind it. #### What you get - A clear comparison of what each bid includes. - A cleared number, with the remaining exclusions listed and priced. - A recommendation that considers price, schedule, experience, and the team assigned to your project. - A file that documents how the selection was made. #### How it connects The invitation that bidders answer is the [RFP](https://www.phandc.net/services/rfp-development). The agreement that follows is developed under [contractor negotiations and contracts](https://www.phandc.net/services/contractor-negotiations-contracts). Both are part of [contractor procurement](https://www.phandc.net/services/project-contractor-procurement). If you have bids in hand and need help comparing them, [contact PH&C](https://www.phandc.net/contact). ### Contractor Negotiations / Contract Development URL: https://www.phandc.net/services/contractor-negotiations-contracts Part of: Pre-Construction Services > Project Contractor Procurement PH&C negotiates the construction contract so the price, scope, and schedule you approved are the terms on the signature page. A bid is an offer. The contract is the agreement. PH&C negotiates it for the owner so the approved price, the clarified scope, and the committed schedule are what the parties sign. #### What PH&C handles - Selecting a contract form the owner can administer, or working from the owner's own form. - Reviewing general conditions, insurance, bonding, retainage, and payment terms. - Attaching a scope exhibit that states what is included and what is excluded. - Establishing a schedule of values and a milestone schedule. - Setting change-order procedures, pricing rules, and markups. - Addressing delay provisions, liquidated damages, or incentives where the project calls for them. - Aligning the contract with lender, grant, and tenant requirements. - Coordinating review by the owner's attorney. #### What you get - An agreement that matches the deal reached during bidding. - Clear responsibility for permits, utilities, testing, and site conditions. - Terms that protect your financing and your tenant commitments. - A contract that the project team can administer from the first pay application. #### How it connects Negotiation follows [bidding and selection](https://www.phandc.net/services/contractor-bidding-selection) and is part of [contractor procurement](https://www.phandc.net/services/project-contractor-procurement). After signing, administration moves to [contract and budget management](https://www.phandc.net/services/contract-budget-management). If you have a contract draft to review, [contact PH&C](https://www.phandc.net/contact). ### Site Analysis, Property Assessment & Feasibility Studies URL: https://www.phandc.net/services/site-analysis-feasibility PH&C studies a property before you commit: zoning, title, environmental risk, utilities, access, and a cost opinion you can take to a lender. Feasibility is the work you do before a deposit goes hard. PH&C leads site analysis, property assessment, and feasibility studies so you know what a parcel will allow, what it will cost, and how long approvals are likely to take. The goal is a decision: proceed, renegotiate, or pass. #### What PH&C handles - Zoning and land development requirements, including permitted uses, density, setbacks, parking, and the approval path. - Title commitment and survey review for easements, rights-of-way, encroachments, and deed restrictions. - Environmental assessments and hazardous material surveys for properties with a prior use or an existing building. - Geotechnical investigations that identify rock, groundwater, and soil conditions affecting foundations and earthwork. - Existing utility identification and capacity checks for water, sewer, gas, electric, and communications. - Highway access and the environmental permits the project is likely to need. - Landlord and tenant lease construction requirements. - A preliminary schedule and an opinion of probable cost tested against your pro forma. #### What you get - A written summary of the risks, open questions, and costs found at each stage. - Studies sequenced so the cheapest, highest-risk questions are answered first. - A realistic timeline for approvals and construction. - A budget that separates site work, building, and soft costs. #### Where to start Each study has its own page, including [environmental assessments](https://www.phandc.net/services/environmental-assessments), [title and survey reviews](https://www.phandc.net/services/title-survey-reviews), [land development requirements](https://www.phandc.net/services/land-development-requirements), and [opinions of probable cost](https://www.phandc.net/services/opinions-of-probable-cost). If you have a parcel under contract or under consideration, [contact PH&C](https://www.phandc.net/contact) and we will outline the studies worth paying for first. ### Geotechnical Investigations URL: https://www.phandc.net/services/geotechnical-investigations Part of: Site Analysis, Property Assessment & Feasibility Studies PH&C scopes the soil borings and reads the geotechnical report so rock, water, and fill quantities land in the budget. What lies beneath a site is often the largest hidden risk in a development budget. Before a shovel hits the ground, PH&C leads a geotechnical investigation of the soils, rock, and groundwater that will govern how a project is designed, built, and priced. Doing this early is how we keep those conditions out of the change-order column. #### Why geotechnical work matters Structures, pavement, and utilities transfer their load into the ground. If the subsurface is weaker, wetter, or more variable than assumed, the consequences show up as change orders, redesigns, and schedule delays after the contractor has mobilized. A scoped geotechnical program turns those unknowns into design parameters with numbers on them. The report has to say how deep competent bearing material is, whether rock will require blasting, where the water table sits, and whether the on-site soils can be reused as structural fill or will have to be hauled. #### What the investigation involves PH&C coordinates a licensed geotechnical engineer to plan and execute a program scaled to the project's size, structure type, and risk profile. A typical investigation includes: * Soil borings and test pits positioned strategically across the building footprint, pavement areas, and utility corridors. * Standard Penetration Testing (SPT) and, where warranted, cone penetration testing to characterize soil strength and density. * Laboratory testing of recovered samples for classification, moisture content, compaction characteristics, and corrosivity. * Groundwater monitoring to establish seasonal high water levels. * Screening for problem conditions such as expansive or compressible soils, undocumented fill, organics, sinkholes and karst features, or contamination that overlaps with environmental due diligence. The deliverable is a geotechnical report that provides allowable bearing pressures, recommended foundation types, slab and pavement subgrade preparation, lateral earth pressures for retaining walls, seismic site class, and guidance on excavation, dewatering, and earthwork. On complex sites we also recommend supplemental studies (infiltration testing for stormwater, additional deep borings for piles or piers, or geophysical surveys where karst or voids are suspected) so the design team has a number where the ground requires one. #### How PH&C adds value PH&C scopes the investigation to the questions that move the budget, places the borings on the real building program, and puts the findings into the design and the estimate. We fold the recommendations into the structural and civil drawings, the earthwork budget, and the construction schedule. Any condition with a real cost (deep foundations, over-excavation, undercutting, dewatering, or import fill) is flagged before the owner commits the next dollar. Ordering the work during feasibility, before design is complete, leaves room to move the building, change the foundation, or pass on the site. That is the point of doing it before the architect has drawn the wrong footing. ### Environmental Assessments URL: https://www.phandc.net/services/environmental-assessments Part of: Site Analysis, Property Assessment & Feasibility Studies PH&C scopes Phase I and Phase II environmental assessments so you understand contamination risk before you close on a property. A Phase I environmental site assessment is a records review and site inspection that asks whether a property's past use could have left contamination. A Phase II involves sampling when the Phase I identifies a concern. PH&C scopes both for the owner and reads the findings against your deal, your construction budget, and your schedule. #### What PH&C handles - Selecting and managing the environmental consultant. - Scoping a Phase I assessment to the lender's and purchaser's requirements. - Reviewing the report for recognized environmental conditions. - Planning Phase II sampling so boring and well locations match the future building, utilities, and excavation. - Translating results into cleanup quantities, disposal costs, and permit requirements. - Coordinating with the seller, lender, and regulators. - Carrying findings into the estimate, the schedule, and the bid documents. #### What you get - A clear statement of what is known and what remains uncertain. - Cost and schedule effects of any contamination before your deposit becomes nonrefundable. - A defined remediation scope contractors can price. - Documentation to support lenders, buyers, and closure with regulators. #### How it connects Assessments are part of [site analysis and feasibility](https://www.phandc.net/services/site-analysis-feasibility). Findings may lead to [remediation](https://www.phandc.net/services/remediation) or [demolition](https://www.phandc.net/services/demolition). Buildings should also be surveyed for [hazardous materials](https://www.phandc.net/services/hazardous-material-surveys). If you are buying a former gas station, auto shop, or industrial property, [contact PH&C](https://www.phandc.net/contact) before you close. ### Hazardous Material Surveys URL: https://www.phandc.net/services/hazardous-material-surveys Part of: Site Analysis, Property Assessment & Feasibility Studies Surveys for asbestos, lead, and other hazardous materials that must be managed prior to renovation or demolition. Any project that touches an existing building can have hazardous materials in the walls, floors, mechanical systems, and finishes. Before renovation or demolition, PH&C leads a hazardous material survey to identify what is present, where it is, and what it will cost to manage. Done early, it is a due-diligence step with a price. Found after abatement crews open a wall, it stops the job. #### Why the survey matters Federal and state regulations require that regulated materials be identified and properly abated before they are disturbed. Beyond compliance, the presence and quantity of hazardous materials directly affect the demolition budget, the construction schedule, and even whether a building is worth renovating at all. Undocumented asbestos or lead can halt work, trigger regulatory penalties, and expose ownership to serious liability. A survey turns these risks into a priced scope that can be planned, bid, and scheduled before demolition starts. #### What the survey covers PH&C coordinates licensed and accredited inspectors to assess the materials most commonly regulated in commercial and institutional buildings, including: * Asbestos-containing materials (ACM), including floor tile and mastic, pipe and boiler insulation, roofing, joint compound, ceiling textures, and transite. * Lead-based paint and lead-containing coatings on walls, trim, and structural steel. * PCBs in older light ballasts, caulking, and transformers. * Mercury in thermostats, switches, and fluorescent lamps. * Mold and moisture-damaged materials, where indoor air quality is a concern. * Universal wastes and other regulated building components that require special handling and disposal. The work typically involves a walk-through inspection, representative sampling of suspect materials, and accredited laboratory analysis. The deliverable is a survey report that documents the type, location, condition, and estimated quantity of each regulated material, along with the applicable regulatory requirements. Where a building will be demolished, the survey has to meet the NESHAP standard and the local demolition permit, so regulated material is quantified before the structure comes down. #### How PH&C adds value PH&C scopes the survey to the work in front of us. A renovation survey samples the area being opened. A pre-demolition survey has to cover the building. We commission that inspection, turn the findings into an abatement scope and budget, and put that scope in the schedule and the bid documents so contractors price a defined condition. We also manage the steps after the report: qualifying licensed abatement contractors, filing the notices and permits, arranging clearance testing, and tracking manifests for the regulated waste. Abatement, demolition, and construction stay in that order on the schedule. Ordering the survey during feasibility, before design and before a purchase commitment, puts abatement in the budget while you can still weigh renovation against demolition. Finding the material after construction has started is how the schedule breaks. ### Title & Survey Reviews URL: https://www.phandc.net/services/title-survey-reviews Part of: Site Analysis, Property Assessment & Feasibility Studies PH&C reviews the title commitment and survey together, and flags the easements and boundary issues that change what you can build. Title shows what the recorded documents say about a property. A survey shows what is on the ground. PH&C reads them together, because the problems appear where the two disagree. #### What PH&C handles - Reviewing the title commitment and every listed exception. - Obtaining and reading the recorded easements, restrictions, and agreements. - Checking the boundary, topographic, or ALTA/NSPS survey against the legal description and the title exceptions. - Plotting easements, rights-of-way, setbacks, and encroachments on the site plan. - Identifying conditions that limit buildable area, access, or utility routing. - Coordinating the surveyor, the title company, and your attorney. - Requesting survey corrections and title clarifications before closing. #### What you get - A marked-up exhibit that shows what you cannot build on and why. - A list of exceptions that still need action, such as a release, a relocation, or an agreement. - Information the civil engineer and architect can use from the first sketch. - Protection against redesign after a recorded easement or boundary issue turns up late. #### How it connects Title and survey review is part of [site analysis and feasibility](https://www.phandc.net/services/site-analysis-feasibility). Ordinance limits are covered under [land development requirements](https://www.phandc.net/services/land-development-requirements), and buried lines under [existing utility identification](https://www.phandc.net/services/existing-utility-identification). If you are in due diligence with a commitment and a survey in hand, [contact PH&C](https://www.phandc.net/contact). ### Highway Access URL: https://www.phandc.net/services/highway-access Part of: Site Analysis, Property Assessment & Feasibility Studies PH&C checks highway access during feasibility: which agency owns the road, and what turn lanes, signals, or studies it may require. Before an owner prices a pad or a building, someone has to determine how vehicles will enter and leave the site. PH&C does that during feasibility. We identify who controls the road, which permits apply, and what improvements the agency is likely to require. #### What PH&C handles - Determining whether the frontage is a state highway, a county road, or a local street. - Identifying the permit path, such as a PennDOT highway occupancy permit, an NJDOT access permit, or a municipal driveway permit. - Coordinating the traffic engineer on trip generation and access design. - Meeting with agency staff before the plan is final. - Estimating turn lanes, signals, widening, and drainage work. - Testing the site layout against truck movements, queues, and circulation. - Carrying the findings into the budget and the schedule. #### What you get - A short memo covering the permit path, the likely improvements, and a cost range for off-site work. - An early read on whether the site can be accessed the way the plan assumes. - A budget that includes road improvements, which are often among the largest site costs. - A basis for deciding whether to buy the property. #### How it connects Once the project proceeds, the permits are managed under [highway permitting](https://www.phandc.net/services/highway-permitting). Access is one part of [site analysis and feasibility](https://www.phandc.net/services/site-analysis-feasibility). ### Environmental Permitting Requirements URL: https://www.phandc.net/services/environmental-permitting-requirements Part of: Site Analysis, Property Assessment & Feasibility Studies PH&C lists the environmental permits a site will need and the review time each adds, before you commit to an opening date. Before you apply for anything, you need a list of the permits the site will require. PH&C builds that list during feasibility based on the planned use, the area of disturbance, and what the property was used for in the past. The list shapes the schedule more than any other single item. #### What PH&C handles - Screening the site for streams, wetlands, floodplains, and other regulated features. - Determining whether stormwater permits, sewage planning, or stream and wetland permits apply. - Identifying requirements tied to prior uses, such as storage tank closure or cleanup. - Identifying demolition notices and hazardous material survey requirements for existing buildings. - Listing the agency, the application, and the typical review period for each permit. - Showing which drawings must exist before an application can be filed. - Placing each permit on the preliminary project schedule. #### What you get - A permit matrix you can use when talking with tenants, lenders, and partners. - A realistic view of how long approvals will take. - Early identification of permits that can change the site layout. - Fewer promises of an opening date that agencies have not yet seen. #### How it connects The applications themselves are managed under [environmental permitting](https://www.phandc.net/services/environmental-permitting) and [NPDES permitting](https://www.phandc.net/services/npdes-permitting). Whether cleanup is required is answered by an [environmental assessment](https://www.phandc.net/services/environmental-assessments). To start with a permit list for your site, [contact PH&C](https://www.phandc.net/contact). ### Land Development Requirements URL: https://www.phandc.net/services/land-development-requirements Part of: Site Analysis, Property Assessment & Feasibility Studies PH&C reads the zoning ordinance and land development code for a parcel and lists what you can build and what will need a hearing. Before an owner prices a site, someone has to read the ordinance. PH&C does that review. The product is a short memo covering the zoning district, the permitted uses, the bulk limits, and the approval path, with every item that needs relief marked. #### What PH&C handles - Confirming if the intended use is permitted by right, by conditional use, or by special exception. - Checking density, building height, setbacks, impervious coverage, and parking ratios against your concept. - Identifying buffers, street trees, planting requirements, and stormwater rules that reduce usable area. - Determining whether subdivision, land development, a variance, or a rezoning is required. - Listing the studies staff will expect on the first submission, such as traffic and stormwater. - Noting outside agencies whose approval runs alongside the municipality's. - Estimating the approval timeline. #### What you get - A clear view of what can be built and what cannot. - A side-by-side comparison when you are choosing between two parcels. - An early estimate of approval time and risk. - A list of requirements that carry cost, ready for your budget. #### How it connects The review is part of [site analysis and feasibility](https://www.phandc.net/services/site-analysis-feasibility). Once you own the site and are ready to file, [land development and zoning approvals](https://www.phandc.net/services/land-development-zoning-approvals) manages the submission. The cost of ordinance requirements belongs in an [opinion of probable cost](https://www.phandc.net/services/opinions-of-probable-cost). To review a parcel before you buy, [contact PH&C](https://www.phandc.net/contact). ### Existing Utility Identification and Assessments URL: https://www.phandc.net/services/existing-utility-identification Part of: Site Analysis, Property Assessment & Feasibility Studies PH&C finds the utilities already on a site, checks their capacity, and flags the ones that must move before you price the work. The utilities that cause change orders are often the ones already in the ground. PH&C identifies and assesses them before the estimate is treated as final. An old plan only suggests what is buried. An assessment confirms the line, the size, and the owner. #### What PH&C handles - Gathering utility company records, one-call information, and survey data. - Locating water, sewer, storm, gas, electric, communications, and private lines on and near the site. - Identifying conflicts with the proposed building, parking, walls, and stormwater facilities. - Checking capacity, depth, and condition of existing service. - Requesting capacity or will-serve letters from the providers when loads are significant. - Documenting easements that affect how lines can be relocated. - Carrying relocation and extension costs into the budget. #### What you get - A site plan that shows existing utilities and the conflicts they create. - Early notice of lines that must be moved, protected, or upgraded. - Capacity information to support your use and your lease. - Fewer extra-trench change orders and fewer surprises during demolition. #### How it connects New service applications are managed under [utility service coordination](https://www.phandc.net/services/utility-service-coordination). Easements are reviewed under [title and survey reviews](https://www.phandc.net/services/title-survey-reviews). Both are part of [site analysis and feasibility](https://www.phandc.net/services/site-analysis-feasibility). To confirm what is on your site before you finalize a budget, [contact PH&C](https://www.phandc.net/contact). ### Landlord and Tenant Lease Construction Requirements URL: https://www.phandc.net/services/landlord-tenant-lease-requirements Part of: Site Analysis, Property Assessment & Feasibility Studies PH&C reads the lease for its construction obligations and lists who builds what, by which date, and at whose cost. A lease is a construction document written by lawyers. PH&C reads the work letter, the delivery exhibit, and the clauses on allowances and delays, then turns them into a list the project team can build from: landlord scope, tenant scope, delivery condition, date, and cost. #### What PH&C handles - Reviewing lease exhibits, work letters, and tenant design criteria. - Defining terms such as pad ready, warm shell, and turnkey in specific, measurable items. - Listing the landlord's and the tenant's work, and the responsibility for permits, utilities, and fees. - Reviewing delivery dates, delay provisions, and remedies against the realistic schedule. - Comparing the retailer's or tenant's prototype requirements with the site and the budget. - Identifying allowances, reimbursements, and who owns the plans. - Flagging requirements the landlord cannot meet before the lease is signed. #### What you get - A construction matrix everyone can initial. - Fewer arguments at delivery, because criteria are measurable. - Cost and schedule effects of lease terms before signature. - A clear handoff into [tenant delivery coordination](https://www.phandc.net/services/tenant-delivery-coordination). #### How it connects Lease review is part of [site analysis and feasibility](https://www.phandc.net/services/site-analysis-feasibility). It also informs the [project schedule](https://www.phandc.net/services/project-schedule) and the [pro forma and budget](https://www.phandc.net/services/proforma-analysis-budgeting). If you have a draft lease and a site plan, [contact PH&C](https://www.phandc.net/contact) and we will mark the construction sections before you sign. ### Opinions of Probable Cost / Project Budgeting URL: https://www.phandc.net/services/opinions-of-probable-cost Part of: Site Analysis, Property Assessment & Feasibility Studies PH&C prepares an early cost opinion with site, building, and soft costs separated, so you can test the deal before design fees add up. An opinion of probable cost is an early budget that states its assumptions. PH&C prepares it during feasibility, when the drawings are a sketch or a program, so you can decide whether the next dollar should be spent. #### What PH&C handles - Separating hard costs (site work, building, tenant work) from soft costs (design, permits, legal, insurance, financing, commissions). - Pricing the drivers visible at this stage: earthwork, retaining walls, utilities, off-site road work, and remediation. - Using current regional unit prices and noting where a price is a placeholder. - Sizing contingency to the level of information available. - Comparing the total against your pro forma and financing assumptions. - Showing which line items would have to change for the deal to work. - Updating the opinion as studies and drawings come in. #### What you get - A budget you can take to a lender or an investor. - Visibility into the items that drive cost, rather than a single total. - Alternatives when the numbers do not work, such as a smaller building, a different site, or a phased scope. - A foundation for the detailed estimate that follows. #### How it connects As drawings advance, the opinion becomes a detailed estimate under [estimating and value engineering](https://www.phandc.net/services/project-estimating-value-engineering) and is tested in the [pro forma and budget](https://www.phandc.net/services/proforma-analysis-budgeting). It is part of [site analysis and feasibility](https://www.phandc.net/services/site-analysis-feasibility). If you have a sketch and a target return, [contact PH&C](https://www.phandc.net/contact). ### Feasibility schedule URL: https://www.phandc.net/services/feasibility-project-schedule Part of: Site Analysis, Property Assessment & Feasibility Studies PH&C builds a feasibility schedule that sets due diligence, approvals, and construction against the date you need to open. A feasibility schedule is a test, not a promise. PH&C builds it before you purchase a property, to find out whether the date in your pro forma survives the approval process. #### What PH&C handles - Laying out due diligence, design, land development and zoning, long-lead permits, procurement, and construction. - Assigning durations that reflect how each agency and utility actually reviews projects. - Identifying dependencies, such as a utility design that cannot start until the site plan is approved. - Showing where float exists and where it does not. - Comparing the result with lease dates, financing deadlines, and tenant commitments. - Updating the schedule when a study or an agency response changes an assumption. #### What you get - A realistic timeline before you spend design money. - A list of the approvals most likely to affect your opening date. - Information for decisions on financing, lease terms, and how aggressively to pursue the site. - A starting point for the full [project schedule](https://www.phandc.net/services/project-schedule) if you proceed. #### How it connects The schedule is part of [site analysis and feasibility](https://www.phandc.net/services/site-analysis-feasibility). It relies on inputs from [land development requirements](https://www.phandc.net/services/land-development-requirements) and [environmental permitting requirements](https://www.phandc.net/services/environmental-permitting-requirements). If you have a target opening date and a parcel, [contact PH&C](https://www.phandc.net/contact) and we will draft the first version. ### Construction Management Services URL: https://www.phandc.net/services/construction-management-services PH&C manages construction for the owner: schedule, budget, inspections, and contractor coordination from the first day of work through occupancy. Municipalities and lenders often hold cash or a letter of credit while a project is built. They release it in stages once their inspector confirms the work is complete. PH&C manages those reductions so your capital is not held longer than the agreement requires. #### What PH&C handles - Reading the development agreement, ordinance, or loan terms to identify each release milestone. - Keeping a log of every instrument, with the holder, the amount, and the conditions for reduction. - Scheduling inspections when a milestone is complete. - Obtaining engineer certifications, as-built drawings, test reports, and maintenance documentation. - Submitting reduction requests with the attachments the holder expects. - Following up with the municipality or lender until the release is processed. - Coordinating the final release at the end of the maintenance period. #### What you get - A clear record of what is posted, what has been released, and what is still held. - Requests filed as soon as milestones are met. - Fewer delays caused by missing documents. - Capital returned earlier, which lowers the cost of carrying it. #### How it connects Releases build on inspections coordinated through [government agency coordination](https://www.phandc.net/services/government-agency-coordination) and on the records kept by [construction coordination](https://www.phandc.net/services/construction-coordination-supervision). Aerial photography under [drone technologies](https://www.phandc.net/services/drone-technologies) can support progress documentation. If you have security posted that has not moved in some time, [contact PH&C](https://www.phandc.net/contact). ### Owner's Representation / Project Management Oversight URL: https://www.phandc.net/services/owners-representation PH&C acts as your owner's representative, managing the designers, contractors, and agencies against the budget and schedule you set. You keep the decisions that belong to you: the vision, the budget, and the priorities. We handle the day-to-day management, coordination, and follow-through. We work as if we were the real estate and construction department inside your company. #### What PH&C handles - Managing the architect, engineers, and consultants against your program and budget. - Representing you with municipalities, utilities, and state agencies. - Bidding and contracting the construction work on terms that protect your interests. - Tracking cost, schedule, and change orders from the first estimate through closeout. - Administering contractor pay applications and lender requirements. - Reporting to ownership, lenders, and tenants on a regular schedule. #### Who hires us - Owners and developers without an in-house construction team. - Owners whose teams are already stretched across several projects. - Landowners delivering a pad or building to a tenant's requirements. - Retailers, institutions, and businesses opening or renovating locations. #### What you get - One accountable point of contact for the entire project, or for any portion you choose to delegate. - Development, design, and construction expertise without the overhead of in-house staff. - Recommendations with prices and schedule effects attached. - Your approval before contingency is spent or a change is accepted. #### Choose the scope We can manage the whole assignment or one phase. See [pre-construction services](https://www.phandc.net/services/pre-construction-services), [construction management](https://www.phandc.net/services/construction-management-services), and [project management](https://www.phandc.net/services/project-management). [Tell us what you are building](https://www.phandc.net/contact) and we will recommend a scope. ### Drone Technologies URL: https://www.phandc.net/services/drone-technologies PH&C flies its own drone on job sites. FAA Part 107 pilots Lou Harris and Noah Lynch record conditions for owners and lenders. PH&C flies a drone on its own projects for site evaluation, approvals, construction progress, and closeout. Aerial photos show context, scale, and detail a ground walk misses. #### Licensed pilots on our own team We don't hire out our drone work. [Lou Harris](https://www.phandc.net/about/louis-harris), our Business Development and Marketing Manager, is an FAA Part 107 licensed remote pilot. He flies our DJI drone on PH&C job sites, capturing aerial photos and video at each stage of a project. A Part 107 license means passing the FAA's aeronautical knowledge test and keeping current with recurrent training every 24 months. Licensed pilots fly within the FAA's operating rules, which require airspace authorization near airports, and they know when and where a flight is allowed. Lou also holds OSHA 30-hour certification and is a competent person on active construction sites, so he can work safely around crews and equipment. Lou isn't our only pilot. [Noah Lynch](https://www.phandc.net/about/noah-lynch), our Construction Coordinator, is also Part 107 licensed. He adds 3D imaging that helps us quantify materials on site. #### How drones add value to a project * **Before you buy or design.** An aerial view shows how a parcel fits its surroundings: access points, neighboring uses, drainage paths, and existing conditions that a ground walk can miss. It's a fast, low-cost addition to [site analysis and feasibility](https://www.phandc.net/services/site-analysis-feasibility). * **During approvals.** Current aerial images give planning commissions, design teams, and agencies the same clear picture of the site, which makes it easier to talk through access, layout, and impacts. * **Throughout construction.** Regular flights build a dated visual record of progress. Owners and lenders can see the work without a site visit. That record supports [construction coordination and supervision](https://www.phandc.net/services/construction-coordination-supervision), [bank billing inspections](https://www.phandc.net/services/bank-billing-inspection-coordination), and [escrow and letter-of-credit reductions](https://www.phandc.net/services/escrow-letter-of-credit-reductions). * **Measuring what's on site.** 3D imaging helps us estimate stockpiles and earthwork quantities, so we can check them against what a contractor bills. * **When questions come up.** Before-and-after aerials show what was there, when, and in what condition. That evidence helps settle questions with contractors, neighbors, and agencies quickly. * **At closeout and beyond.** Finished-project aerials give you a record of the site as built, and photography ready for leasing, sales, and marketing. The flights leave a dated record of existing conditions, construction progress, and the finished site. ### Demolition URL: https://www.phandc.net/services/demolition PH&C scopes, bids, and manages demolition for owners clearing a site for a new use, including utilities, abatement, and debris handling.
